For the next three weeks, the southbound Hutchinson River Parkway will be closed most nights between exit 15 and exit 7—for paving. Actual hours will be 11 p.m. to 5 a.m. Sunday through Thursday nights from Aug. 23-Sept. 15. Detours will be posted, according to state Transportation Department officials. The work will stretch from Eastchester to Pelham. The snafu in Briarcliff Manor when state DOT workers shut down Route 9A for maintenance work on Wednesday made us wonder: The 287 project has been well publicized for years. Everyone knew or knew how to find out about what was happening and when.  But what about smaller projects such as the work on Route 9A? The state put an electronic sign at the north end of 9A for southbound commuters several days ahead of time, warning about delays.
