Senior Housing Units, Memory Care Proposed for Mount Kisco Site

A proposal for at least 90 assisted living senior housing units and memory care space at 2 Morgan Drive in Mount Kisco has been publicly disclosed due to the submission last week of a petition to the village. 

The roughly 5.716-acre site is owned Radio City Ventures, LLC and would be developed by Maplewood Senior Living, LLC, according to the submission material, with Maplewood entering into a purchasing contract for it. Prior to that, according to background details in the submission, it was owned by Mount Kisco after being acquired from New York City in the mid 1980s. The site, now vacant, was once used for a New York City sewage treatment plant, the petition states. 

In a letter with the petition, applicant attorney Charles Martabano states: "Maplewood would desire to construct a facility consisting of a minimum of 90 assisted living units plus memory care facilities at the Morgan Drive location."

The petition is included in the village board of trustees' Jan. 22 agenda and the proposal was made public due to inclusion in the meeting's materials packet.

The proposal calls for Radio City doing remediation for the site, which would be under the Brownfield Cleanup Program and with the involvement of the New York State Department of Environmental Conservation (DEC). A Dec. 11 notice on the DEC's website shows that the department received a Brownfield Cleanup Program application from Radio City and that a Jan. 10 deadline for commenting was given. 

A zoning text change for the site is being requested because its zoning does not allow for the proposed use. The text change involves amending the site's existing RD Research and Development Zoning District to allow for the usage, which would be subject to a special permit. The usage would be applicable to lots that are at least five acres in size. 

The petition requests that the text change be granted by the village board of trustees. In his letter, Martabano made a request for an appearance of Maplewood's representatives to appear before the board at its Jan. 22 meeting and to give a presentation. Martabano also requested that the board make a referral of the petition to the planning board.

In his letter, Martabano makes a case for the project. Addressing the current zoning, Martabano notes a drop in demand for uses such as warehouse facilities, manufacturing, and research and development. He also feels that the proposal will serve a need for assisted senior living, that there would be a low impact use and that it will act as a "substantial revenue generator" for taxes.

The new proposal is not the only one of its kind locally. An application for The Hearth at Mount Kisco, a 129-unit proposed senior housing development on land adjacent to Kisco Avenue, is currently under planning board review.
