Mr. Cummings analysis is correct. The residents' concerns regarding the radiation emitted from this proposed antenna are unfounded. I'll add another example...how many of them use a cell phone in extreme proximity to their heads? This has already been proven to not be a danger. All this radiation is non-ionizing; as long as the power is low enough so as not to do damage by heating (and the powers we are considering are well below that territory), it cannot harm animal cells.
Aesthetic concerns are open to debate of course.
