Police: Bedford Corners Man Drove 91 mph While High on Drugs
New York State Police stopped the driver for speeding and accused him of driving under the influence.
On Thursday, Ethan Weibman of Bedford Corners was stopped by New York State Police for driving 91 miles per hour in a 65 mph zone on I-684 in the town of Bedford.
Upon further investigation, police discovered a small amount of marijuana in the car. Weibman submitted to a blood test to determine the drug content in his blood, and was taken back to Somers police barracks.
Weibman was arrested, issued traffic tickets and an appearance ticket. He was released pending a return to Bedford Town Court on July 15 at 7 p.m.

The title starts "Police: ..." The Police have alleged that the driver was high and the article is simply re-stating this. If the title didn't refer to the Police, then it might appear as if the author was stating a judgment, but the title clearly reflects the Police's opinion of the facts.
If someone is going to sue Patch, they can sue lohud.com http://bit.ly/9hRXOX at the same time because they had a similarly worded headline for the same story.
